The U.S. government has banned its employees in China, their relatives, and others with security clearances from engaging in amorous or sexual relations with Chinese citizens. The only exception to this guideline is for employees who already have such relationships with the Chinese. However, they do not have to grant it. Four sources familiar with the matter told the AP on Thursday.

Some U.S. agencies have strict rules about such relationships, but the so-called no-solicitation policy has not been discussed since the Cold War, according to the AP.

It is not uncommon for U.S. diplomats in other countries to have romantic relationships with locals or to enter into marital unions with them.

The ban on relationships

In the summer of 2024, a more limited version of this policy was adopted, prohibiting U.S. personnel from having "romantic and sexual relationships" with Chinese citizens who work as security guards or support staff at the U.S. Embassy and five consulates in China.

It was subsequently expanded in January this year, shortly before his departure from China, by outgoing U.S. Ambassador Nicholas Burns, who instituted a blanket ban on relationships with any Chinese citizen in China. The AP has been unable to ascertain how specifically the policy in question defines the phrase "romantic or sexual relationship."

Two unnamed sources said the ban was first discussed last summer after U.S. congressmen contacted Burns to express concern that restrictions on such relationships were not strict enough.

The latest guidance applies to U.S. diplomatic missions in mainland China, including the embassy in Beijing and consulates in Guangzhou, Shanghai, Shenyang and Wuhan. It also applies to the US consulate in Hong Kong. However, it does not apply to US personnel stationed outside China.

Dumps or dismissal

As for the said waiver, if denied by the US government employees, they must either terminate their current relationship or quit their positions, sources said. Anyone who violates the guideline will be ordered to leave China immediately.

U.S. personnel in China received the guidance back in January both verbally and electronically. But it has not been communicated publicly. Little is known about this US government policy in other countries because it is considered classified. It is known, for example, that the US State Department and other agencies in China require their employees to report on their personal relationships.

Beijing reportedly uses 'seduction' for espionage

Intelligence services around the world have long used attractive men and women to obtain sensitive information. This was particularly well known during the Cold War. U.S. diplomats and intelligence experts say Beijing is using a strategy of "seduction" to gain access to classified U.S. information.

In pre-deployment training sessions in China, U.S. government employees are briefed on case studies in which Chinese intelligence agencies have sent attractive women to seduce U.S. diplomats. They are also warned that dozens of Chinese state security agents may be deployed to monitor any diplomat of interest to Beijing.
